1. Intellectual Property & Integrity Statement

The integrity of this framework relies on precise standardization. To ensure that "TCORF" framework as a standardized audit reference framework, the content must remain consistent, immutable, and uniform across all deployments.

Therefore, specific restrictions are applied to prevent "forking," mistranslation, or decontextualization.

2. Core Integrity Rules (Prohibited Actions)

Unless the User has obtained explicit, prior written authorization from the Producer, the following actions are strictly prohibited for all parties:

Temporary Translation Pathway (Private Comprehension Only — No Storage — No Distribution — No Warranty)

To enable global comprehension without enabling translation forks, the Producer permits a strictly temporary translation pathway under the following conditions:

A) Ephemeral On-the-Fly Translation (Allowed)

A User may perform on-the-fly translation strictly for private comprehension at their own risk, provided that:

B) AI-Assisted Comprehension (Allowed — Canonical English Input Only)

Users may use AI tools to understand the framework in any language, provided that:

No Legal Binding / No Warranty / No Liability (Translation Pathway)

This translation pathway is provided “as-is” for private comprehension only, creates no official translation, forms no contract, and provides no warranty of correctness. The User assumes full responsibility for all interpretation, reliance, and downstream use. To the maximum extent permitted by law, the Producer disclaims liability for errors, misuse, or consequences arising from any translation or AI-assisted interpretation.

3. Digital Media & Performance Rights (The "Streaming" Protocol)

The Producer treats the textual content of this framework as a protected work, analogous to musical compositions or dramatic scripts.

Commentary (Allowed)

Content creators may discuss, review, or analyze the framework in monetized media (e.g., YouTube, TikTok, Podcasts) provided the content adds original commentary or educational value.

Language-Neutral Educational Content (Allowed) — Unofficial Translation Reactions (Prohibited)

Educational “how-to” content may be created in any language if it adds original commentary and does not distribute translated framework text.

Reaction videos, subtitle tracks, narrated readings, or “explainer” media that are based on unofficial translations (including machine translations) are prohibited, as they constitute an unauthorized derivative translation/performance of the work.

Performance & Adaptation (Restricted)

The public "performance" of the text—defined as reading significant portions (>10%) of the document verbatim for commercial broadcast, monetized streaming, or audiobook production—is a Reserved Right.

Impact: Creators cannot simply read the PDF to generate ad revenue (AdSense/Sponsorships) without a license. Such use is subject to copyright strikes or revenue claiming by the Producer.

4. Licensing Tiers & Permitted Use

Tier A: Individual Owner & Evangelist License (Free Distribution)

Authorized Users: Individual Owners, independent content creators, and non-profit advocates acting in a private capacity.

Permitted Actions: Users may freely share, copy, and distribute the documentation set in its entirety.

Reputation Clause: This license is automatically revoked if the content is used in a manner that misrepresents the Producer's intent, promotes violence/extremism, or is utilized for propaganda.

Tier B: Institutional & Enterprise License (Commercial/Organizational)

Authorized Users: Organizations (States, Municipalities, Corporations, Associations) and their Personnel.

Restriction: Without an active, paid Commercial Agreement, Institutional Users are prohibited from:

Admission Protocol (Strict Formation Sequence): Commercial Licenses are granted exclusively via a strict application process. The Organization must first apply for admission. A license is formed only if the Producer explicitly Accepts the application by issuing a formal Invoice. If no Invoice is issued, no contract exists.
Donation Exclusion: Voluntary contributions (Donations) made via third-party platforms are legally classified as Gratuitous Gifts. They do not constitute Commercial License fees. An Organization cannot acquire a license, rights of usage, or legal standing via donation.

Definition of Good Standing: A Commercial License is valid only if the Organization holds a formally accepted subscription, the current year's fees are fully settled (cleared funds), and no arrears exist from previous periods.

Tier C: Technology & Vendor License (Commercial Implementation)

Authorized Users: Software Developers, ERP Vendors, System Integrators, and Audit Firms.

Scope of License: This license is required for any entity creating, marketing, or selling:

  1. Software Solutions: Digital platforms that automate the workflows, SLAs, or logical structures defined in the Framework (e.g., "Request Management Systems").
  2. Compliance Audits: Professional services offering to rate or certify an Organization against the Framework's standards.

Tier B0: Institutional Evaluation (View-Only — No Storage — No Distribution)

Authorized Users: Organizations (States, Municipalities, Corporations, Associations) and their Personnel evaluating the framework.

Permitted Actions:

Prohibited Actions (Tier B0):

Anti-Propaganda Clause: Any use of the framework, name, or excerpts for propaganda, disinformation, ideological mobilization, reputation attacks, or hostile influence operations is strictly prohibited and constitutes automatic revocation of permissions.

IP Fee Trigger on Breach (Non-Subscription Licensing Remedy): Any prohibited action under Tier B0 constitutes unauthorized institutional use. Upon breach, the Producer may issue a retroactive IP license invoice as a licensing remedy. This fee is not a subscription and does not form a Commercial License unless explicitly accepted by the Producer under the Admission Protocol.

The minimum fee equals one (1) annual Tier B Commercial License Fee. A variable scale component may apply, determined solely by the Producer based on the estimated scale of exposure and affected Users/Owners (e.g., citizen/end-user population). The Producer is not required to publish pricing formulas or fee schedules. Any applicable fee is communicated exclusively via invoice.

Owner Population Factor (Definition Only): the number of Owners/citizens (or equivalent end-user population) in millions, rounded up to the next full million.

Monetization Model: Usage of the Framework's logic, nomenclature, and specific metric structures (e.g., SPU calculations, SLA tiers) for commercial product development requires a Commercial Vendor Agreement. Unauthorized commercial implementation constitutes intellectual property theft.

5. Operational Note

These licensing protocols apply in addition to the provisions established in the "Terms of Use". Users must also review the "Disclaimer" regarding operational risk assessments before deployment.
